Ministry of Road Transport and Highways: National Highway Network Expansion

Between 2014 and 2023, India's National Highway (NH) network grew substantially. In 2014, the length of NH was 91,287 km. By 2023, this expanded by almost 60% to 1,46,145 km. The share of highways with four lanes or more increased from 18,387 km in 2014 to 46,179 km as of November 2023, while the proportion of less than two-lane highways reduced from 30% to 10%. The average pace of construction reached 28.3 km per day-a 143% increase compared to earlier years. Government expenditure on highways is projected to rise by 9.4 times to approximately Rs. 3.17 lakh crores when compared to 2014.

India's Infrastructure Renaissance: A Comprehensive Overview of Government Initiatives

  • National High-Speed Corridor Projects:

    Eight projects are set to add 936 km of highways with an investment of Rs. 50,655 crore (US$ 6.09B) to reduce travel times and boost economic growth.

  • Road Connectivity and Power Infrastructure:

    Key projects include the Patna-Purnea Expressway, the Buxar-Bhagalpur Highway, and a new two-lane bridge over the Ganga in Buxar, along with a 2,400 MW power plant at Pirpainti (Rs. 21,400 crore/US$ 2.56B).

  • Securitization via SPV Model:

    A Special Purpose Vehicle (SPV) owned by NHAI securitizes future toll revenue. Already, about Rs. 37,000 crores have been raised, with an additional Rs. 6,000 crores expected in the upcoming fiscal year.

Wayside Amenities on Highways

To enhance highway travel comfort, the government is developing modern Wayside Amenities (WSAs) every 40 km along National Highways under the PPP model. 198 WSAs have been awarded, 162 are under bidding, and 1,000+ are planned by 2024-25. These hubs will support travelers, generate local jobs, and create strong opportunities for businesses and investors.

E-Tolling (FASTag)

FASTag has been implemented across all National Highway toll lanes for seamless, cashless travel. As of November 2023, over 7.98 crore FASTags have been issued.

India Infrastructure Project Development Fund (IIPDF) Scheme

Financial Support for PPP Project Development

To boost private investment in infrastructure, the Government set up the India Infrastructure Project Development Fund (IIPDF) with an initial ₹100 crore corpus in 2007-08 under the Ministry of Finance. The fund supports preparation of Public Private Partnership (PPP) projects.

Recognizing the need for expert advisory and high project development costs, the fund was restructured in 2022 as a Central Sector Scheme with an outlay of ₹150 crore for 2022-23 to 2024-25. It covers expenses for hiring financial, legal, and technical experts to ensure transparent and efficient project execution.

Operational Airports Increased From 74 in 2014 to 157 in 2024

India's aviation sector has risen rapidly, making the country the third-largest domestic aviation market in the world. Key milestones include:

  • Increase in operational airports from 74 in 2014 to 157 in September 2024.

  • Domestic air passenger traffic reached record levels, with a single day exceeding 5 lakh passengers on November 17, 2024.

  • The proportion of women pilots has risen to over 15%, much higher than the global average of 5%.

  • Flying training organizations (FTOs) increased from 29 in June 2016 to 38 by December 2024.

  • The fleet size grew from around 400 in 2014 to 723 in 2023.

Regional Connectivity Scheme (UDAN)

Launched in 2016, UDAN aims to provide essential air access to underserved regions by reviving existing airstrips and airports. Its impact includes:

  • 147.53 lakh passengers benefited,

  • Over 2.93 lakh flights operated,

  • 619 routes connecting 88 airports, 13 heliports, and 2 water aerodromes are in operation.

  • Cargo handling capacity almost doubled from 800.5 million tonnes per annum in 2014 to 1,630 million tonnes in 2024 (an 87% improvement).

  • India's international shipment ranking improved from 44th to 22nd.

  • Average Turn Around Time (TRT) at major ports dropped from about 94 hours in 2013-14 to 48.06 hours in 2023-24.

  • Ship berth-day output improved by 52% compared to 2014-15.

  • The number of ships increased from 1,250 to 1,526 (a 22% increase).

Indian Railways reached a historic milestone on November 4, 2024, transporting over 3 crore passengers in a single day, including 120.72 lakh non-suburban and 180 lakh suburban passengers. Other significant achievements include:

  • Increase in Linke-Hofmann-Busch (LHB) coaches from 2,209 (2006-2014) to 31,956 (2014-2023).

  • Expansion of Bio-toilet-equipped coaches from 3,647 to 80,478.

  • Electrification and track laying efforts have increased, with 41,038 km of track electrified in 2014-15 and further enhancements post-2014.

  • CCTV installation has expanded from 123 stations pre-2014 to over 1,051 stations by December 2024.

Urban Affairs and Housing

Significant progress has been made in urban development:

  • Under the Smart Cities Mission, 8,076 projects worth ₹1,64,706 crores have been implemented; 7,401 projects (₹1,54,351 crores) have been completed.

  • The Swachh Bharat Mission - Urban 2.0 saw a 97% increase in waste collection and processing improvements from 18% to 78%.

  • Housing schemes like JnNURM, RRY, and PMAY-U have approved and constructed houses with significant multiplications: from 13.46 lakh approved houses (2004-14) to 118.64 lakh (2015-24); and built houses increased from 8.04 lakh to 88.32 lakh in the same period.
